Description:
URL Encoding for GET format (using the GetDump method) in version 2.02 (when it was implemented) does not correctly handle the plus (+) sign. It fails to encode it whilst still encoding spaces as pluses.

A variable containing a plus sign will therefore have spaces rather than pluses when it is re-loaded using any load function of the cgiwrapper.

Solution/Workaround:
Upgrade to version 2.03, this version now URL encodes the plus sign (+) and overcomes this issue.
